On account of it shape and extent , Indian ocean is different than Pacific and Atlantic Ocean. Due to the the fact that its extent in North hemispheres is confined to Tropical Zone only and that to divided by Indian peninsula into 2 parts to form Arabian Sea and Bay of Bengal . Therefore is called as Half an Ocean.

Answer: It's not two oceans meeting, its glacial melt water meeting the off shore waters of gulf of Alaska. The reason for this strange phenomenon is due to the difference of water density, temperature and salinity of the glacial melt water and off shore waters of gulf of Alaska, making it difficult to mix.
