because it is a gas law so it will be only implied to gases and not any other state of matter....hope it helps

Gay Lussac's law states that the pressure exerted by a gas is directly proportional to the temperature of the gas. As it is applicable only for a gas, it is obeyed only when a gas is either a reactant or product in a chemical reaction.
