Why is the Legislative Council called a permanent body?Plz answer it fast.....

It is known as permanent house because it is not differ from the Lok Sabha or state assemblies.
Also, it is never fully dissolved.
In fact, every second year, one third of its member has been allocated and complete their third retire.
The legislative council is fought to fill the places.
