The maximum density of water is at 4 degrees because if u heat it or cool it, it'll expand. The expansion of water when u cool it to the lower tempratures is unsual, as most liquids contract when they're cooled.

The volume of water is minimum at 4°C. So, the density of water is maximum at that temperature. (∵ d = m / V)
