because there will asaf special force for controlling riots thats companies cannot invest there and population can't increase rapidly

Anyways, if you look at the most densely populated states of India in North-East India they all share some common factors:
1. Agriculture based states
Fertility of the soil is better
More rivers flow through them
Better climatic conditions compared to the hotter Southern states
2. More minerals and resources
Coal - Bihar, Jharkhand, West BengalIron
Ore - Orissa, Jharkhand, Chhattisgarh
Oil - offshore in Bay of Bengal and N-E India
Also forests and other biotic resources are more prevalent
3. Languages
Most Northern states have Hindi as a common language and this spreads culture and knowledge faster.
All these factors led to a larger population growth over the years in North-East India.
