1. After the French Revolution, France was devastated. Old systems were destroyed and new ones were not created yet.
2. There was no rule of law. Crime rate plunged manifold.
3. The ones with the authority always had suspicion of all people that they might be conspiring to overthrow the newly formed nation. So many people were executed by Guillotine because of the suspicion. Many of them were innocent.
4. This political turmoil was used by many as a tool to achieve personal vendetta. Many killed their personal enemies by falsely declaring them enemies of the state.
5. Economy was weak and people could not find plenty food.

In such a time, when there was not enough food on table of common people, and there was no rule of law, and everybody lived in fear of falling into suspicion, time was full of terror. For that reason this period was called 'reign of terror'.

It is called so because during that period Robespierre was ruling and he was somehow ruling in the way the dictator does . all those who were against him and were acting against his orders were Guillotine. this was the machine created by Dr Gullotine. This machine directly slaughtered people. But this finally came to an end when Robespirre was Gullotined himself the same way he used to punish people.
