why is the period from 1793-94 was called the reign of terror?

Maximilian Robespierre was the head of the French state during this period of time. These years were known as the Reign of Terror since people criticizing the policies of Robespierre were executed. Members of opposition political parties were executed and even members of his own party who opposed him were sent to the Guillotine. His policies included -
1. The introduction of equality bread, or pain'd egalite. This was bread baked and everyone had to sell the bread at the same price.
2. The use of white flour was not allowed, which was expensive.
3. Farmers had to bring their produce from the field to the market and sell it at a price fixed by the government, which was not sufficient for their daily needs.
