Because during this period Maximilian Robespierre ruled over France.He was the leader of Jacobin Republic.He didn't wanted any reduction in his powers so he guillotined the persons who were against his policy.He even Guillotined his own party members and supporters because they didn't like Robespierre's cruel rule .This is the main reason period from 1793 to 1794 is referred to as Reign of Terror.

The period from 1793 ti 1794 is referred to as reign of terror because the ruler MAXIMILLIE ROBESPIERRE was very cruel and anyone who went against BIM was imprisoned, treated brutally and then sent to the guillotine. His government issued harsh laws. Peasant we're forced to sell their grains in cities on fixed prices. Churches we're shut down and barracks and offices were placsd there.
