why is the president of india referred to as a nominal head of the state?

the real powers do not lie with the president but with the council of ministers. he has limited authority and all major decision are taken after consulting the CoM. his powers too are indirectly used by the CoM, such as which appointing people to high postions. hence the president is just a nominal head of the states.
