prime minister is the keystone of cabinet arch and the following example justify the same :

• he is the head of the cabinet and takes all important policy decisions

• he chairs the meeting of the cabinet

• he distribusts the portfolios to his cabinet ministers

• he calls all the meeting of the cabinet and also decides the business of the meeting
