The amount of dissolved oxygen is fairly low compared to the amount of oxygen in the air and thus rapid breathing compensates it.

because the amount of oxygen present in water is low as compared to that of air so aquatic organism has higher rate of breathing so that they can fastly take up dissolved oxygen
