Rate of photosynthesis depends on the amount of sulight available. On a cloudy day, very little sunlight is available. So the rate of photosynthesis will be very low. On the other hand, a bright sunny day will provide bright sunlight, leading to a high rate of photosynthesis.

Answer:

The rate of photosynthesis is high on a clear day .

One of the major requirements for Photosynthesis is sunlight. A cloudy day has little sunlight so the rate is low and a clear day (or a bright day) has high sunlight so the rate of photosynthesis is higher.
