Any transport across nuclear or plasma membrane must occur either by diffusion, or via specialised proteins. Neither the cell membrane nor the nuclear membrane has any ‘free pores’.
The nuclear membrane ‘pore’ is actually a gigantic complex made of over 30 different proteins, with a molecular mass of about 50 million dalton.
