because neon has 8 electrons in its outer shell but flourine has 7 electrons in its outermost shell.
A simple logic says that a weaker one is pulled more closer.
As flourine has 7 nucleus pulls it which is a little bit weaker than the neon atom.
Therefore neon is larger than flourine.
