1. Sun rays (white light) enter the atmosphere. the particles in the atmosphere allow all colours other than blue and violet to pass directly to our eyes. As they are still majorly white light, we don't see anything.
2. violet and blue is scattered by the particles in atmosphere multiple times and then come to our eyes. hence we see these particles (sky) as blue.
