why is the sky blue. Is it because it reflects the ocean surface?

No . It is so because blue colour has less wave length. So the sky appears blue in colour.

blue is the color in the visible range having the least wavelength due to which it is scattered by the atmospheric particles more than the other colors in the atmosphere. This is the reason why it appears blue. Although as you can see in the evening or morning it is reddish orange or yellowish which is because the light has to travel more distance to reach you from the horizon and blue is already scattered, so only light that reaches your eyes is the ones with longer wavelength like red or yellow.
