When bleaching powder is mixed in water to form calcium hydroxide (a calcium salt) and HOCl acid. Here HOCl is an unstable acid which further release chlorine gas. Here milky appearance is due to calcium hydroxide. The chlorine gas acts as bleaching action and bleach the substance present in it
