The speaker (Antonio) is unable to help Bassanio by giving money to go to Belmont because Antonio has spent his money on the ventures that has gone abroad and currently he was having no money with him so he took an alternative for Bassanio by telling him to take money from the jewish merchant Shylock, Antonio being the guaranteer.
This scene reveals the true nature of the speaker(Antonio). It reveals that Antonio was a true nobleman who can do anything for bassanio keeping aside his respect, ego etc as he having no money still he took a stand as a guaranteer for his friend.
