Actually, the speed of the earth is the same everywhere, taking the angular speed as the valid measure of the speed. It means that around the pole to pole axes the number of revolutions per day (i.e. 1 revolution per day) is the same, given or taken some small variations due to local geological phenomena like earthquakes, glaciers, movement of oceans, etc.. What is not constant along meridians, or at different parallels, is the tangential velocity. It is not the same either at different altitudes (sea level, mountains or ocean depths). In fact you can counter balance the rotation of the earth just by walking at certain distance from the poles, while you need approximately 1667 km/h close to the Equator (40.000 km/24h). All those speeds are 1 revolution per day, the same everywhere.
