Handle near the Rim is the Farthest points from the Blender Blade, which is rotating part in working mode.
While Blender is in working mode, it's blade is moving in anticlockwise direction at a certain speed. A force is required to be applied, which will create opposite moment with refrence to the direction of the blade, for balancing the blender in working mode.
As per Formula of Moment due to Force = F* d -----------------------(i)
Where, F= Applied Force; and d= Perpendicular Distance from the Point of Rotation to the Line of Action of Force.
As we see from Equation-(i), Minimum Force Required to Create certain amount of moment is when force will be apllied at the Farthest Point. In case of Hander Blender This is Handle near it's rim.

The stone of hand flour grinder is provided with a handle near its rim so that it can be rotated easily about the iron pivot at its centre by a small force applied at the handle.
