Because banks have to submit information to the RBI on how much they are lending, to whom they are lending and what interest rate etc

Supervision of functioning of formal sources of loans necessary because the RBI has to know to whom , how much, what rate of interest do the banks give.

kvnmurty: to be sure that the loans are given to proper and deserving persons only. to check that the rules are being followed.
