why is the the public sector required to provide certain things at a reasonable cost?

it is very necessary for government to be involved in providing public facilities because if basic facilities are provided by private sectors then every people would not be able to get these facilities.

like in Bolivia the water supply was given to sector but private sectors increase the price and people protested against the government
