Answer:

Because it is a noble gas. Helium's outermost shell have 2 electron,so it satisfies the law of octet. It is a stable atom.

We know that the ability of an atom to lose or gain electrons is it's valency. Since helium does not lose or gain any electron. So it's valency is 0.

Answer:

Theoretically,

Valency is the no. of electrons shared, donated, accepted by an element to reach its stable electronic configuration. Helium is an inert gas so it already has a stable electronic configuration. So it does not need to share, donate, accept any electrons. So its valency is 0.

All elements follow the OCTAL configuration(with 8 electrons in valence shell)

However hydrogen and helium follow the DUPLET configuration( with 2 electrons in valence electron)

So Helium which has 2 electrons in valence shell has already attained DUPLET configuration. So it is chemically inert, electronically stable, and hence has a valency of 0.
