The Vidhan Parishad is called permanent because of the fact that it cannot be dissolved. Normally the lower house(Vidhan Sabha) in the state can be dissolved if a no-confidence motion is passed or during a state of emergency, but the upper house(Vidhan Parishad) does not get dissolved and assumes the role of the state legislature until a new Vidhan Sabha is elected or until the state of emergency is removed. The members of Vidhan Parishad are elected indirectly and are elected for a term of six years. 1/3rd of its members retire every two years.
