Pangong lake is an endorheic lake situated at higher altitudes in Himalayas spread across India and Tibet part of China.

It is not part of any river basin and so there is no chance of salts outflow from this lake. This reason is sufficient to make any kind of water body brackish.

                                                     OR

Pangong lake is actually sea lock which was formed when the Indian Plate collided with the Eurasian plate millions of years ago. So its actually sea water which got locked and accumulated when these two plates collided. Thats the reason the water is salty.
