India don't follow local time but we follow Indian standard time taken from 82 degree 30 East from Mirzapur to avoid any kind of confusion in the administration of the country. So this is only why there is time lag of 2 Hrs. between Arunachal Pradesh and Gujarat

From Gujarat to Arunachal Pradesh, there is a time lag of two hours. Hence, time along the Standard Meridian of India(82°30'E) passing through Mirzapur (in Uttar Pradesh) is taken as the standard time for the whole country.
