There is a shortage of water even though it occupies about71/% of the earth 's surface because more than 70% of that water is saline ( salty ) which makes it unfit for any purpose and only 1 or 2 % of the water is fresh and hence fit for consumption. So because of this reason there is a lot of shortage of water. It is similar to a saying :-

"water- water everywhere but there is no water to drink ."
