why is there a shortage of water even though it occupies about 71% of the Earth surface

yes most of the earth is covered by water but only 3percent of total water is fresh water and other is saline water means ocean or sea water and out of 3per cent maximum fresh water is in ice cap or glacier and almost only 1 per cent of water we can find on land

Purposes like bathing, drinking etc. So

For clean water there is only 3% clean.
