There are exceptions because rules are born due to the shortcoming of their mother rule.

Rules without exception take up a new name and identity named as a law.

Rules are bound to have exceptions for their breaking and rediscovering.

Rules are the only discoveries done due to the breaking of the mother rule.

Irony is the same human species create and destroys a certain rule. And that's why it is said we all have different methods/perceptions to look everything.

Rule followers generally do not indulge into breaking them even if they have some ideas. But the ones uncomfortable with it, try breaking the rule and simultaneously discover a new one.

In simple words, replacement of stamped statements with the flow of time.
