Why is there need of a Respiratory pigment in higher organisms....?

The respiratory pigment in fishes is haemoglobin, as in all vertebrates. 
Fishes blood flow revolves around a two-chambered heart that pumps blood to the other parts of the body including the gills where counter-current flow enables as much oxygen as possible to be removed from the water surrounding the gills. 
Blood is fed to the gills in the opposite direction of the water flowing over them, this allows more contact time with the oxygen molecules that are absorbed into the gill lamellae through osmosis
