For a politician to serve the people of the country or any region, it is not mandatory to have qualification considering the fact that politician are compelled to participate in policy making.
A politician specially those who participates in democratic process, shall be complied to be a representative of the people. This can’t be satisfied merely based on qualification.
It is not a corollary that peoples who are qualified have a broader mind to serve people and are honest with good ethical values. There are ample examples where less qualified peoples have sacrificed more for the country and its peoples
Having said this , it is also equally desirable to have politicians who have basic and fundamental education with a mind to serve the people who have represented them

Rather than a degree, ministers need to be aware and should be educated about the values of welfarism, selflessness and honesty, need of the people and policies of the Government. Education will help to develop a rational mind .Minimum educational qualification for ministers should be at a level where they have had enough exposure to do justice to the important portfolios they handle.
