Soil should be considered a non renewable resource due to the amount of time that is required to regenerate lost topsoil. Geological time frames are required for the weathering of rock and decay of biomass to replace soil. In the same aspect that fossil fuels are non renewable even though they may slowly regenerate, soil is in this same category. Once lost it will not return for many generations.
