why is touching and feeling the hotness of a body not sufficient to measure temperature?

we are not able to measure temprature by touching or and hotness because the outer surface of body changes its temprature according to its atmosphere and inner temprature of body remains constant.Hence we are not able to measure temprature by touching and feeling
