Tourism in India is not in a bad state but is pretty less considering the natural as well as historic/cultural tourist attractions in India. In other words, we haven't been able to optimize our tourism sector. Tourism in India is definitely improving but at a relatively slower pace. Here are a few reasons for it.
Cleanliness: We cannot deny the fact that we Indians have failed to maintain the cleanliness in many (if not most) tourist places. (There are exceptions). The people who litter are generally the first ones to blame the government for failure to maintain the tourist places.
Overcharging/Cheating: Many times tourists, especially foreigners are asked to pay a significantly higher amount, sometimes double or triple the cost while buying something or availing a service.
Not developing lesser known tourist places: The tourist places/ attractions frequented by rich or foreign tourists are generally well developed and have good facilities. But there are many other beautiful places where the respective state governments have simply ignored instead of developing tourist-friendly infrastructure, improving transportation to and around tourist places, etc.
Tourism creates jobs and helps in earning foreign currency, this improving our economy. I would like to conclude my answer by saying that although tourism in India is increasing and government is indeed keen in making India more tourist friendly, I feel tourism sector hasn’t been given the due importance it deserves.
