Why is tughlaq considered as a intelligent fool?

No Muhammad Shah Tughlaq consider as intelligent fool as he have studied higher study in language math science etc. So he think extraordinary He bought many policy for his empire but he can't execute it well and its policy fail and this happen so many times so he considered as intelligent fool.
