Why is usa allowed to deploy troops to other countries?

It is not why USA is allowed but why USA chose to deploy troops to other countries. If we count even the smaller military presence, there are nearly 200 countries where US troops are deployed. It is amazing that the US can afford to send so much troops and spend so much money for years in external affairs. The reasons are many.

It maybe due to the declaration of the war on terror. The US deploy forces where terror groups are most active.

It maybe to prevent building of nuclear weapons by unfriendly countries with unstable governments.

It maybe to support a friendly nations which are at risk from enemy countries.

It maybe to replace an unfavourable regime with another regime.

It maybe interference in a conflict of political groups of another country for economic reason like oil.

It maybe to oppose the presence of an unfriendly nation in another country.

The reasons are many as well as inter-related. The US not only deploy troops, it also assists other friendly countries with weapons and money. It also send military personnel not to fight but to train the army of a country which maybe engaged with rebel groups.
