Mercury is closest planet  to the sun. The atmosphere of Venus is made primarily of CO2 - which is a green house gas.The temperature of Venus is 462 ° C.
The thick atmosphere  of Venus makes its  surface  hotter as  the heat doesn’t escape back into space.

Mercury's atmosphere does not contain carbon dioxide (because of which all the heat is returned to space). Venus contains a high percentage of carbon dioxide due to which it is hottest planet.
