The answer is very simple and it doesnot want to be elaborative
1 Vidhan sabha is the lower house of the state legislative assembly and the members are directly elected by the people and hence it is all powerful it is similat to lok sabha
2 Vidhan parishad is the upper house something similar to rajya sabha it cannot outrightly reject the bill if there is a stand off then the joint session can be called and the legislation can be passed so vidhan parishad enjoys the same status as Rajyasabha and hence it cannot be more powerful than the vidhan sabha

- In the six states with bicameral legislatures, the Vidhan Parishad, or Legislative Council, is the upper house.
- Members of the Vidhan Parishad, including the President, are elected by members of the government.
