Why is virus an exception of cell theory?

Cell theory is based on the living organism that have the certain character in common for example they should have the phenomena of reproduction, they should have a typical cell etc.
While viruses are the non cellular, parasite and lives only when they are inside the host but not have living characteristics when they are outside the host. So they are at the border line of living and nonliving organism therefore there is an exception in Viruses.

Viruses can be considered to be alive as they depend upon hosts to replicate their DNA from RNA. They are much smaller then cells. But cell theory states that " all living cells are made of cells that are fundamental unit of life". So, a virus is not made up of cells.
