why is water an universal solvent but alkali is not?

water is an universal solvent but alkali is not because when base become liquid then it's called alkalis...

Water is known as an universal solvent because more substances can get dissolved in water than any other solvent and also is found everywhere on earth to any kind of living organism.

whereas, alkali is basically a basic and ionic salt which couldn't mix get mixed with every kind of solute.Therefore, it is not considered to be so like water.
