density = mass/volume

water is denser then air because it's mass per unit volume is more then that of air.

Water is a fluid as it has more intermolecular force of attraction so , more the force of attraction , more the density it has

Air is a gas , gases have no intermolecular forces of attraction that is negligible , hence less the force of attraction , less the density it has
