Ice is less dense than water because the orientation of hydrogen bonds causes molecules to push farther apart, which lowers the density.

Ice has some air particles along with water in it. And also ice is in solid form whereas as water is in liquid form. Liquid flows but solids cannot flow. And due to the presence of air between water molecules in ice ,ice floats on water and is less denser.
