water is liquid at room temperature because water turns into ice at   0 degree celsius & turns into vapour at 100 degree celsius.
room temperature is 38 degree celsius
so it is at liquid form.

Temperature of the room is lesser, so there is no change of state of water, hence it is liquid at room temperature,
