At room temperature, the molecules of water have some intermolecular force of attraction and the room temperature cannot provide sufficient heat for these molecules to overcome their force of attraction and therefore liquid at room temperature...

because at 0 degree celcius water starts boiling and the room temperature is not zero and At room temperature ( from zero degree centigrade to 100 degree centigrade), water is found in a liquid state.
