water when put on fire decreases the temp. of the heat and also water vapour create a layer which help in cutting the supply of oxygen.

water is not needed for controlling electric fire because when water is moving from the wire then the current is passing through the water it gives electric shocks to the person that's why we cannot use water for controlling electric fire
