Why is water not suitable for extinguishing fire due to oil and petrol

oils and petrol float on water . when we add water to oil burning fire moves 
on the top of water and spread easily

As water is heavier than oil and petrol it slips down permitting them to rise the surface and continue burning. The existing temperature is so high that the water poured on fire evaporates even before it can extinguish fire. The latter is true if small quantity water is poured. So water is not suitable for extinguishing fire due to petrol and oil.
