Water is very good conductor of electricity.
The water that we use is not pure as it contains a number of minerals and dissolved salts.
Using water to extinguish fires caused due to electrical faults will give electric shock to the person trying to extinguish it and the fire doesn't die out also.
Dry baking powder can be used.

technically pure water in other terms in distilled water does not conduct electricity but the water from water taps and even saltwater are considered as good conductors of electricity. but it is always safe to not use water in extinguishing fires caused due to electrical Falls as even if the water is impure at a small amount it may conduct electricity causing harm to the person trying to extinguish fire therefore water is not used for extinguishing fires caused due to electrical falls normally fire extinguishers contains dry ice which is a frozen carbon dioxide it is used because of its feature that is it sublimate from solid state to gaseous state without changing into liquid .nitrogen is used both of these gases are highly pressurized in extinguishers.

hope It helps!!
