water is not used in controlling electrical fires because the water is the also good conductor of electricity that's why sand is used instead of water

Answer:

The water we use for household purposes is not distilled water and hence conduct electricity. If the fire cause due to any type of electrical appliance or object is being distinguished using this water then it may lead to electric shocks which may be even more dangerous and lead to death of several lives.

Our household contains many salts and impurities which makes it  a conductor of electricity.
