Well this question can be divided into two sections: Why water seem to be transparent in glass but not in ocean?

Water cannot absorb visible light much. water's interaction with light is all about interactions between photons and atom/electrons. photon of visible light are hardly absorbed by water molecules. when water atom gets hit by a photon, it gets excited and its electron jumps from its energy level to another higher energy level. but atom needs to relax so electron jumps back to its former energy level. this releases some energy say re-emitted new Photon. this energy can be emitted as light. and this new photon repeat same process throughout all the water atoms and finally can be emitted as a light. such a material will be transparent.But water's interaction with light is not only about interactions between photons and atom but also about interactions between photons and molecules of water. water molecules are composed of two atoms of hydrogen for each atom of oxygen, usually refer to as hydrogen bonds are strong bonds that keep the molecule in its shape. but this shape is not static. vibrations or churning those molecules bending them and stretching them and at the same time those molecules can rotate along any axis in space. so water will absorb light through vibrational and rotational. but this is how it works if the wavelength of light is big enough to increases the probability of being absorbed by the molecules, infrared, for example are quite well absorbed by liquid water. red waves on the other hand have little less probability to be absorbed but some of it is that's why water appears to be transparent right without some red which is transparent to whites and as the layer of water gets thicker meaning as the water gets deeper all the probability is for lights to be absorbed increased, for example more is absorbed underwater gets blue and then orange gets absorbed and then yellow gets absorbed and then the Green gets absorbed and then the blue gets absorbed and so on.given enough depth water will absorb every visible light and will become as dark as an abyss. so the only reason why a glass of water seems transparent is because it's just not deep enough for us to see that it's not transparent unlike ocean.
