actually u should ask it in a different language as " why water is in liquid state at room temperature ?""
the answer is the effect of atomic characters......in water molecule....the interatomic force is due to hydrogen bonding between oxygen and hydrogen.....this is a weak attractive force causing increased interatomic space due to which water becomes liquid in state at room temperature...i.e. water becomes wet
